Minimum documentation requirements for MAS orders
Documentation for products
Follow FAR 8.405-1(g).
You are required to document:
- The MAS contracts you considered, noting the awardee.
- A description of the supply or service purchased.
- The price paid.
- A limited source justification, if applicable. See FAR 8.405-6.
If over the simplified acquisition threshold, you also need:
- Evidence of compliance with the ordering procedures at FAR 8.405-1(d).
- The basis for the award decision with:
- The evaluation methodology you used to select the contractor.
- The rationale for any tradeoffs you made in selection.
- A price reasonableness determination for services requiring a scope of work.
Documentation for services
Follow FAR 8.405-2(f).
You are required to document:
- The MAS contracts you considered, noting the awardee.
- A description of the supply or service purchased.
- The price paid.
- The evaluation methodology you used to select the contractor.
- The rationale for any tradeoffs you made in selection.
- A price reasonableness determination for services requiring a scope of work.
- The rationale for using other than a firm fixed-priced order or a performance-based order.
If over the simplified acquisition threshold, you also need:
- Evidence of compliance with the ordering procedures at FAR 8.405-2(c).
Documentation for blanket purchase agreements
Follow FAR 8.405-3(a)(7).
You are required to document:
- The MAS contracts you considered, noting the awardee.
- A description of the supply or service purchased.
- The price paid.
- A limited source justification, if applicable.
- Justification for a single-award BPA, if applicable.
- Determination for a single-award BPA over $100 million, if applicable.
- Documentation to support your decision for multiple- or single-award BPAs.
- Evidence of compliance with competitive procedures. See FAR 8.405-3(b).
- The basis for the award decision with:
- The evaluation methodology you used to select the contractor.
- The rationale for any tradeoffs you made in selection.
- A price reasonableness determination for services requiring a statement of work.
