Tom Howder
Tom Howder is the Acting Commissioner of the U.S. General Services Administration’s Federal Acquisition Service. In this position, Tom oversees the delivery of more than $110 billion of products, services, and solutions that enable federal agencies to efficiently accomplish their missions while saving taxpayer dollars.
Under his leadership, FAS continues to focus on providing tremendous value, curating a thriving marketplace, and making an easier buying and selling experience for customers, suppliers, and acquisition professionals.
Prior to his current role, Tom was named Deputy Commissioner of FAS in January 2020, after serving as acting Deputy Commissioner for over a year. Before that, Tom served as the Assistant Commissioner for the Office of Assisted Acquisition Services within FAS. Tom has worked in almost every FAS acquisition program, and is recognized governmentwide for his acquisition policy and management expertise and collaborative approach with industry, government agencies, and other stakeholders.
Tom has completed the American Council for Technology’s Partners Program and the Federal Executive Institute’s Leadership for a Democratic Society. He earned a Bachelor of Arts from the University of Virginia and a Master of Business Administration from George Mason University. In 2021, Tom received the GSA Administrator’s Distinguished Service Award, and in 2023 was honored with the Presidential Rank Award - Distinguished Executive.
