Fifth U.S. Open Government National Action Plan
The United States government is committed to fostering a culture of openness through the Open Government Partnership, promoting transparency, and empowering the public. In collaboration with civil society, we develop two-year action plans with specific commitments on key issues — all aimed at making the U.S. government more open and accountable to its people.
The Fifth U.S. Open Government National Action Plan, NAP 5, concluded on Dec. 31, 2024. In the NAP 5, we introduced a comprehensive, multi-level framework designed to help you easily track our progress, level by level. Here’s a quick overview:
Themes
NAP 5 was based on five key themes, each representing a critical area we’re focusing on to create a more open and participatory government.
Commitments
Specific commitments support each theme and guide our actions and initiatives. They range from enhancing access to information to fostering collaboration and innovation.
Sub-commitments
The sub-commitments provide more details on the steps and progress we’re making.
Together, these themes, commitments, and sub-commitments reflect the U.S. government’s unwavering dedication to operating a democratic government that truly serves and listens to its people.
