The United States government is committed to making the country stronger, more accountable, and effective for the American people through the development of the Sixth Open Government National Action Plan, or NAP 6. With the public’s help, we’re looking to identify priorities for NAP 6 that will invigorate and advance efforts to improve public access to government information, strengthen financial transparency to prevent fraud and waste, and modernize services to make it easier for people to access benefits, start businesses, find public data, and ensure taxpayer dollars are used wisely. Through these commitments, NAP 6 will help build public trust, strengthen democracy, and improve how the government serves the American people.

NAP 6 is currently in the idea-generation phase. The plan is expected to be released in December 2025, with implementation lasting for two years.

Plan development process

NAP 6 is being developed through a multi-step process:

  • Step 1: Launch and planning. Stakeholders are identified and a strategy is developed for co-creating the plan.
  • Step 2: Idea generation. The U.S. government gathers ideas and feedback from agencies, civil society, and the public. Commitment topics are selected.
  • Step 3: Drafting. Commitment language is refined. A draft version of the plan is shared for feedback and iterative improvements are made.
  • Step 4: Finalization and publication. NAP 6 is finalized and published.
  • Step 5: Implementation. Federal agencies will provide biannual updates on the implementation of their commitments, and progress will be shared with the public through an online commitment tracker.

  • The U.S. Open Government Secretariat coordinates the process, drafting the plan, and overseeing implementation
