Become a participating agency

GSA manages the Federal Docket Management System, a repository and management tool for Federal agencies to post their proposed rulemakings and associated reference materials and receive and manage comments from the public. Join the more than 221 agencies whose rules and regulations are posted to Regulations.gov for commenting. Use GSA Shared Services to engage in OMB review

GSA also manages the RISC/OIRA Consolidated Information System, or ROCIS, which enables agencies to submit their significant rulemakings, along with associated Information Collection Requests, to the Office of Information and Regulatory Affairs at the Office of Management and Budget for review. Agency Login required.

The Regulatory Information Service Center supports the publication of the Spring and Fall Unified Regulatory Agendas on behalf of all Federal agencies and provides information about Federal regulatory and deregulatory activities to the President and Executive Office, the Congress, agency management, and the public.
