In compliance with the National Historic Preservation Act and Executive Order 13006, when operationally appropriate and economically prudent, the government will consider historic buildings and sites within historic districts. Demolition of historic buildings in anticipation of government purchase may disqualify an offeror from consideration. Additional information is available at /historicpreservation.
Section 106 Compliance Report Template
GSA’s Section 106 Compliance Report template provides a concise format and content outline for historic building design project submissions. The reports are included with each submission as the design develops, to meet federal project review and consultation requirements under Section 106 of the National Historic Preservation Act.

Energy Savings Performance Contracts (ESPC)
Contracts that will upgrade historic buildings to implement energy saving technologies must include contractor requirements for Section 106 Compliance. GSA provides this language to assist facilities management teams negotiating ESPC agreements, to ensure that vendors are compliant with applicable legislation, including the National Historic Preservation Act.

P100 Performance Standards for Historic Buildings
GSA’s Facilities Standards for the Public Buildings Service (P100) establishes design standards and criteria for major and minor alterations, including work in historic buildings. P100 Performance Standards for Historic Buildings integrate federal requirements for compliance with Section 106 of the National Historic Preservation Act into design team acquisition, design development and analysis of alternatives. The standards also align GSA documentation and design with Secretary of the Interior Professional Standards, Rehabilitation Standards and technical guidance.
