Multiple Award Schedule
Our Multiple Award Schedule is a pre-negotiated contract with industry partners providing various commercial products and services around the world. Depending on the tribal entity type and authority, tribes and tribal organizations can access these contracts to support tribal government functions.
For example, tribes can purchase office products through one of our MAS vendors at a discounted rate.
Prices and terms and conditions are all pre-negotiated, and the thousands of contractors you can buy through are all compliant to federal policy.
There are additional contracts that provide non-commercial products and services if your tribe qualifies, such as Governmentwide Acquisition Contracts and Multi-Agency Contracts. Email tribalaffairs@gsa.gov to learn more about these additional contracts.

Travel
GSA SmartPay®
The GSA SmartPay program is the largest government purchase card program in the world, serving hundreds of federal agencies, organizations, and Native American tribes and tribal organizations.
GSA SmartPay offers business lines of charge card solutions, including purchase, travel, fleet, and integrated. You can get a charge card for travel or purchasing on behalf of your tribe.

Vehicle purchasing
Our vehicle purchasing program may be used to purchase a wide range of vehicles to fit various tribal needs.
GSAFleet.gov is our one-stop shop for helping you choose and buy the right vehicles for your tribe. You can configure vehicles, choose equipment and color options, and view side-by-side comparisons of vehicle models at GSAFleet.gov.

Vehicle leasing
Our Vehicle Leasing program may be used to lease a wide range of vehicles to fit a variety of needs, including automobiles, buses and ambulances, light, medium, and heavy trucks, and passenger vans). Eligible entities can also participate in Short-Term Rentals for vehicles and equipment programs.

Government property
Excess/surplus personal property
We help federal agencies dispose of personal property that is no longer needed. Once personal property has been deemed excess, we help other federal agencies acquire it.
“Personal property” includes all types and categories of personal property except land or other real property, certain naval vessels, and records of the federal government. Available property ranges from commonly available products, such as office equipment, furniture, and motor vehicles, to more specialized property, such as medical equipment and heavy machinery.
Tribes must be eligible under 638 authority to receive excess and/or surplus property, and will need an Activity Address Code, or AAC. Reach out to that Agency’s National Utilization Officer for guidance for PPMS Access. The NUO will let you know what is required to gain access to PPMS to start screening and requesting property.
Computers for Learning
The Computers for Learning Program’s goal is to make modern computer technology a part of every classroom, so that every child has the opportunity to be educated to their full potential. The CFL Program evolved as a guide for implementing Executive Order 12999, Educational Technology: Ensuring Opportunity for all Children in the Next Century.
The executive order encourages agencies, to the extent permitted by law, to transfer computers and related peripheral equipment excess to their needs directly to schools and some educational non-profit organizations.
Direct transfers are authorized by law through 15 U.S.C. 3710(i) commonly known as the Stevenson–Wydler Technology Innovation Act (amended by Public Law 102-245 on February 14, 1992).
