GSA announces sustainable infrastructure improvements using low-embodied carbon concrete in Suitland, Maryland

Funded by the Inflation Reduction Act as part of President Biden’s Investing in America Agenda

MARYLAND – On July 26, 2024, the U.S. General Services Administration (GSA) awarded an $780,000 design-build construction services contract to Green Clean Inc., a certified small business, for ravine and stormwater piping repair at the Suitland Federal Center in Suitland, Maryland. This award highlights GSA’s commitment to collaborating and building more robust outreach to promote opportunities for small, disadvantaged and socioeconomic entities.

GSA announced the Suitland project earlier this year as one of thirteen GSA’s Good Neighbor Program restorative projects at federal buildings across ten states. These projects are a part of President Biden’s Investing in America agenda. Funded through the Inflation Reduction Act – the largest climate investment in history–the projects will promote improvements to federal facilities identified in collaboration with local communities. This project will utilize low-embodied carbon concrete.

GSA anticipates construction to begin in Spring 2025 with project completion scheduled by Fall 2025.

“We’re thrilled to be working on a project that will provide environmental improvements to the area for 50 to 100 years to come,” said Melanie Gilbert, PBS Regional Commissioner and Acting Regional Administrator for the National Capital Region. “As the nation’s federal landlord, it is our duty to care and protect the environment and the communities in which we operate. Through the Good Neighbor Program, we are ensuring that GSA collaborates with communities not only to improve federal facilities, but the surrounding areas as well.”

These improvements will prevent further soil erosion, prevent any future compromise to this structure, and protect the road integrity that provides access to the Washington National Records Center. 

The announcement furthers the Biden-Harris Administration’s Federal Buy Clean Initiative, under which the federal government is, for the first time, prioritizing the purchase of low-embodied carbon concrete that has lower levels of greenhouse gas emissions associated with its production, use and disposal. These investments aim to expand America’s industrial capacity for manufacturing goods and materials of the future, address the climate crisis, and create good-paying jobs for workers in the region.

The Inflation Reduction Act includes $3.4 billion for GSA to use its buying power to promote the development and manufacturing of low-embodied carbon construction materials and to make federal facilities more  sustainable and cost-efficient. GSA’s Inflation Reduction Act projects will implement new technologies and accelerate GSA’s efforts in achieving a net-zero emissions federal building portfolio by 2045. Through these investments, GSA estimates that it could reduce carbon emissions by over 2 million metric tons in operational greenhouse gas emissions. That’s the equivalent of taking about 500,000 gasoline-powered passenger vehicles off the road for one year.
