GSA recently hosted a contest on Challenge.gov to develop an artificial intelligence (AI) or machine learning (ML) solution that could review end-user license agreements (EULA) for terms and conditions that are unacceptable to the government.

“The EULA challenge exposed how industry could provide IT solutions leveraging AI/ML capabilities within the acquisition business process. Together we can potentially accelerate the process to be more effective and efficient by leveraging these emerging technologies,” said Keith K. Nakasone, Deputy Assistant Commissioner for Acquisition, GSA.

GSA asked solvers to develop a solution that used AI and/or ML to improve the manual process of reviewing EULAs, which currently takes 7-14 days. The solutions were to include a user interface that GSA would use to process documents and identify unacceptable clauses or terms in the EULAs. GSA’s goal was to decrease the time spent manually reviewing EULAs, free up resources to focus on other aspects of the acquisition process and improve the accuracy and consistency of the review process.

GSA was pleased to receive a number of promising and innovative solutions from the challenge solvers. We are proud to announce the final winners of our AI/ML Challenge 2020:

  • 1st Place: Dev Technology $15,000.00
  • 2nd Place: Gaussian Solutions $2,500.00
  • 3rd Place: Team SoKat $2,500.00

“Exploring the art of the possible for emerging technologies such as AI/ML to automate business processes for low level tasks can lead to innovative IT solutions — paving the way for the government to be more collaborative with industry and adopt commercial best practices,” said Nakasone.
