GSA is launching ETSNext, the next generation of the E-Gov Travel Service program, prior to the current contract expiration in 2027. All civilian agencies are required to use ETS. This shared service will deliver a streamlined and secure enterprise-wide travel and expense system, minimizing transition costs and risks.

What’s different with ETSNext?
Unlike ETS2, which has two providers and individual agency management, ETSNext will be a centralized shared service. Key changes include:
Shared Service model: Shared services are an industry best practice, and are proven to make the federal government work more effectively and efficiently. A shared service model for ETSNext will improve performance, provide a better customer experience, and reduce administrative burden.
Centralized Management: GSA will manage ETSNext using a commercial solution that includes travel planning, authorization, booking, vouchering, auditing, reporting, and ensuring compliance with travel regulations. Agencies will need to sign an Interagency Agreement with us to access the service. There will be a service access fee added to every approved travel voucher.
Standardized Processes: ETSNext will be configured to follow governmentwide travel and expense business standards. This standardization will reduce duplicative customizations, and result in a more efficient and user-friendly system.
Modernized Technology: ETSNext will focus on better policy compliance, mobile capability, and charge card integration. It will include a financial management API to support individual agencies, but will continue to support legacy tools such as flat files or SFTP.
Security: The ETSNext travel and expense system will be a cloud-based service called Software as a Service. Federal rules require SaaS systems to meet specific FedRAMP security standards to be approved for use.

Please note the Department of Defense, the legislative branch, and the District of Columbia government are exempt from using ETS.

Rates for Alaska, Hawaii, and U.S. territories and possessions are set by the Department of Defense.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
