We offer programs that enable state and local government, as defined in 40 U.S.C. 502 (c)(3), to buy commercial products, services, and solutions from us through our Multiple Award Schedule contracts program during normal operations and when dealing with extreme events. We also have two donation programs that state and local government can use to get computers and personal property, such as office furniture, medical supplies, and construction equipment. Consider some of the reasons to use our state and local programs.
Cooperative Purchasing, Disaster Purchasing, 1122, and Public Health Emergency programs are open to:
State, county, local, town, and city governments.
Tribal or territorial governments buying outside the authority of a self-governance compact or self-determination contract — learn more about how we support Native American affairs.
Organizations created by state statute, including local educational entities and colleges, universities, and similar institutions. Educational institutions include:
Local elementary, middle, and high schools managed by public school boards.
Public schools, community, and technical colleges.
Public universities that provide at least a two-year program that offers a degree or credit towards a degree.
These programs are not open to:
Contractors and grantees of state or local governments

If you clearly fall under state and local government, you do not need to submit an eligibility request.

Rates for Alaska, Hawaii, and U.S. territories and possessions are set by the Department of Defense.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
