All users are required to enroll in GSA Auth prior to accessing GSA resources. You will only complete the enrollment process once. To enroll in GSA Auth, you will need:
Access to the email account you use for GSA resources - You will receive a Welcome email from GSA Auth once your account is ready to be activated.
You will be redirected to GSA Auth to authenticate. GSA Auth requires a minimum of two (2) factors to authenticate like password, email OTP, or Okta Verify. If you need assistance with factors, please review the “Authenticating with GSA Auth” section in KB0033025 - GSA Auth Quick Start Enrollment Guide.
Select either of the HR Links icons (Microsoft Edge or Chrome), and select Open on the ICA file download popup — this will be either in the upper right corner, or along the bottom of the browser window, depending on the browser used. Be sure to wait up to two (2) minutes after downloading the file before proceeding.
If any issues are experienced during this step, refer to ICA file issues, below.
Select OK when the IT Security Warning banner appears.
The HR Links page will appear. Select the GSA LOGIN button to sign into HR Links.
You will be asked to authenticate to GSA Auth again. GSA Auth requires a minimum of two (2) factors to authenticate like password, email OTP, or Okta Verify. If you need assistance with factors, please review the “Authenticating with GSA Auth” section in KB0033025 - GSA Auth Quick Start Enrollment Guide.
You have successfully accessed HR Links!
Resetting your GSA Auth password
Use the following steps to reset your password at any time if you have access to your email account and either a valid PIV badge or have installed Okta Verify.
Select the Forgot password? link at the bottom of the screen, if shown. If it is not shown, select Verify with something else, then select Password. Next, select Forgot password.
You will be asked to authenticate with an option like email or Okta Verify. Select the option and follow the prompts to verify yourself.
Verify yourself with a second factor (like Okta Verify).
After verifying yourself, follow the criteria provided on screen to create your new password, and then re-enter your new password.
Select Reset Password when you are finished entering your new password. You will be returned to the GSA Auth login screen and can now use your new password.
If you are not able to use your PIV to authenticate and do not have access to Okta Verify to reset your password, please contact the GSA IT Service Desk by email at ITServiceDesk@gsa.gov or by phone at 866-450-5250 to have your password reset.
Unlocking your GSA Auth account
If you have locked your GSA Auth account, it will automatically unlock after 30 minutes with no HR Links login attempts. If the account is still not unlocked after 30 minutes, please contact the GSA IT Service Desk by email at ITServiceDesk@gsa.gov or by phone at 866-450-5250.
How to get support for HR Links
ICA file issues
If clicking on the downloaded ICA file does not result in the IT Security Warning banner and the HR Links page appearing, then manually open the file using the steps below. If that doesn’t work, you may need to contact your local IT support for assistance.
Right click on the most recent ICA file in your Downloads folder, and select “Open with …”
On the popup window:
Mark the box to “Always use this app to open .ica files.”
Click on the “More apps” down arrow.
Select “Citrix Connection Manager”
If Citrix Connection Manager is not available for selection, locate the ICA Client folder in either C:\Program Files(x86)\Citrix or C:\Program Files\Citrix. Then click on wfcrun32.exe so that it appears in the File Name field at the bottom of the window, and select Open. Warning: Do not run the file.
Other HR Links issues
For access issues only, email cabshrlinkstechsupport@gsa.gov with a screenshot showing the error message, including the entire browser window (so the address bar can be seen at the top), as well as the steps you have taken prior to receiving the error message.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
